Seeing-eye dog

On Pier 66, a part of the Hudson River State Park that opened to the public late last year, Chelsea resident Cecelia Casey uses newly installed high-powered binoculars to watch helicopters taking off and landing from the 30th St. heliport last week. She brought her Maltese, Biscuit, along on the excursion.
